
The Cordillera Property Owners Association (CPOA) is a Colorado non-profit
corporation whose area of responsibility includes the Divide, the Ranch, and
the Summit, where each property owner is a member of the CPOA with each property
carrying the right to one vote (The Cordillera Valley Club and the Timber Springs
areas have their own associations.) The CPOA’s objectives are to fulfill the
joint mission and vision of the CPOA and the CMD, to optimize the benefits and
the satisfaction of the Property Owners and to represent the interests of the
Property Owners in matters effecting the community. The CPOA’s activities,
roles, and responsibilities are established and controlled by two documents:
the Declaration of Protective Covenants, Conditions and Restrictions (CC&Rs), CPOA Covenants,
which imposes upon all properties within Cordillera “mutually
beneficial restrictions…for the benefit of the owner of each portion of
the properties” and the Bylaws, CPOA
Bylaws and Amendment
to By-Laws 2003,
which directs the conduct of the CPOA. The Declaration also establishes that
all properties are held and all property sales are subject to “easements,
restrictions, covenants and conditions, which are for the purpose of protecting
the value and desirability of and which shall run with title to the real property…” It
is by the authority of the Declaration that both Public Safety and the Design
Review Board (DRB) operate. The Declaration provides for the “levying of
a Real Estate Transfer Assessment (RETA) that shall be made at the discretion
of the Board,” as well as providing for “the power… to contract
with and to cooperate with the Special District (Cordillera Metropolitan District
- CMD) in order to ensure that their respective responsibilities are discharged.”
CPOA Functions
- Contract for community services through CMD and/or other entities.
- Provide fiscal and/or professional support to CMD to supplement capital investments and/or debt reduction within the community.
- Maintain control of the DRB process, including appeals.
- Plan and execute all wildfire and healthy forest initiatives.
- Administer wildlife regulations as well as bear resistant trash and recycling programs.
- Purchase open space to maintain community integrity, i.e., 300 acres bordering Eagle River at the community’s entrance…protect from commercial development and provide river access.
- Manage/oversee community assets such as the Cordillera Vail Club, Café/Market/Post Office, and river parcel.
- Develop/execute the community’s marketing plan.
- Collection of revenues; most notably RETA and annual property owners’ assessments.
